HISTORICAL AND LEGAL STAGES OF THE FORMATION OF THE CONCEPT OF INFORMATION AND DIGITAL TRANSFORMATION OF PUBLIC POWER IN UKRAINE

The article describes the history and development of the concept of digital government in Ukraine. The author explains how the country moved from old soviet rules to a modern democratic system. Analysis of the 1978 Constitution of the Ukrainian SSR and the 1996 Constitution of Ukraine. The 1978 Constitution did not have rules about transparency or making government services easy for citizens. It was a closed system.
However, the 1996 Constitution changed many things. It introduced important rights, such as the right to find and share information and the right to know your own rights. The author argues that these articles created a “bridge” to modern digitalization. They started the process of sorting information into what is public and what must be protected for national security or personal privacy.
A major part of the article focuses on the 1998 Administrative reform. This reform was very important because it introduced the idea of “service”. It said that the main goal of the government is to serve the people and their needs. Even though the word “digital” was not common then, the reform talked about using big amounts of information and analytical work. This was the first step toward the digital transformation we see today.
The article also looks at the National program of informatization and more recent documents. Ukraine uses modern technology like the “Diia” portal and the “State in a Smartphone” project. These tools show that the government is becoming more open and efficient. The author also mentions new strategies for artificial intelligence and cyber security. In conclusion, the article says that digital transformation helps Ukraine overcome old ways of thinking and build a better, more transparent state for everyone.
